There's NO EVIDENCE that the WH directed (or was involved in any way of wiretapping - legally or illegally) either Trump or Kusinich.
If the Justice Dept or FBI/CIA thought they had a valid cause and got a court order - there's not a problem with them tapping either party. In Kusinich's case, it may have been to try to track the location of the caller & listen to subsequent calls (as they should be doing if they can.)
