certain circumstances. it has been said both here and in the media that it isn't legal for the president to do so. that is not accurate.

Ben Rhodes, a former top national security aide to Mr. Obama, said in a Twitter message directed at Mr. Trump on Saturday that “no president can order a wiretap” and added, “Those restrictions were put in place to protect citizens from people like you.”
no i don't think obama ordered the "wire". i 100% think he knew about it. and i 100% think people in his admin purposely leaked the info in a manner to try and smear trump.
from what i have read i think the probable cause seems flimsy at best and from what i have read the results of the investigation haven't revealed any collusion. but that is based on leaks; which of course are also a huge problem and who is leaking and why they are leaking is important to find out.
the Obama administration gave the National Security Agency new powers to share intelligence information before removing privacy protections (Jan. 12); that “American law enforcement and intelligence agencies” intercepted “communications and financial transactions” of Trump “associates” (Jan. 19); that the same agencies intercepted “repeated contacts” between the Trump campaign and Russian officials (without finding any evidence of collusion in the election) (Feb. 14); and that the outgoing Obama administration “rushed” to disseminate the evidence it had gathered on Trump’s Russia ties throughout other government agencies, ostensibly to “preserve” it from destruction (Mar. 1).
