The United Kingdom is not actively planning to subjugate and reincorporate us into the British Empire. The Ukraine has no interest in rejoining the Soviet Union.

The Russians, on the other hand, have the goal of trying to annex Ukraine, just as they did with Georgia and the Crimea. A 'pro-Russian' Ukranian would know this, and be willing to be a puppet of Putin when the time comes, so in this context, they are Russians in the sense that they want achieve Putins' goals.

Manafort isn't dumb. He's aware of this, and he's privy to Trump's connections to the oligarchs. When asked directly if Trump had such connections, he didn't say no. He could only muster 'that's obviously what our position is.'
