solve a lot of problems.

The Sinaloa Cartel wants to keep all of it's money and not allow it to trickle down into the economy.

They have no problem, however, with allowing the violence to trickle down by beheading anyone who has a quarrel with them and then hanging their headless body from a bridge.

Please explain why this message is being reported.
