get participation from younger aged adults. Insurance premium is claim experience driven first and foremost.
If you look in depth at the states raising rates by excessive numbers it is obvious the base insureds are older adults that don't have coverage through employers-which is another reason younger adults aren't available for individual placement-they are covered through work or their parents work.
All of this talk about competitive rates and across state line is lame. Insurance companies have not been able to make an underwriting profit on healthcare for decades and simply pass the experience + profit dollars on to the insureds. As they have done for years the states will want to retain rate increase approval within their domain and it's obvious they aren't effective at keeping rates down on any type of insurance.
