there has to be protocol in all these departments to follow changes in administration.

I'm reaching here, but scattering classified intelligence
from wire tapps, intercepted comms with a foreign diplomats
to as many in the government as possible doesn't pass the eyeball test as "protocol".

I just can't see anyone that gets to the washington DC level that isn't outstandign at covering their own ass.

it's going to be very difficult to get to the bottom of this mess.
