I'm talking about taking whatever money we choose to budget for HC (responsibly) and then deciding ahead of time where to spend it. Personally, I'd start with those physical and mental ailments for which the person had no input and couldn't help. That is rather obvious, excepting some of the mental problems.

On the other end I would put last on the list ailments that pretty clearly are due to the person's own lifestyle and actions. Example: An obese person with heart problems and whatever else that causes. A lifelong smoker who has lung cancer. I say tough luck dude.

I realize much of that is not clearcut. But we need to get past the point of view that is pervasive now - that we have to "do" something for everything. Not possible.
