districts.
Many districts are "set aside" for blacks, because whites are not capable of fairly representing blacks.
And in a safe black district, all you have to be is black and angry. Loud helps and smart is not a requirement.
I doubt she has had many serious primary challengers and i can't imagine an R offering a serious contest.
