how about readjust the resources. I defy anyone to tell me why we maintain troops in/around Germany. And definitely why in So Korea. We made them in effect an economic powerhouse. Why in the hall do we feel any obligation to aid them further. Like, we got rid of the commies years ago. What more they want?

PS: I should have said, what are the benefits of having troops there, given the costs.
