The gun violations? They have the toughest gun laws in the nation; much stronger than the federal law. How will mentoring help the Chicago Police Department? Are they devoid of leadership in the city?
To be blunt, the kind of help Chicago needs from the federal government is to have the entire city leadership be replaced with competent people willing to enforce the law. Mayor Emanuelle does not want to see that!
