dollar anti pirate / military / prions / conterpiracy complex , why not throw 10 million at Somalia to, I don't know, industry - de-salinization units, sandcastles, something.
Somalia is an example of foreign policy gone wrong.
the cost the world spends there is crazy. 10% of it would put a dent in pirate recruiting. the crux of the issue is if Somalia ever did get back on track, is the pirate problem so ingrained now it will never be stopped?
