The question is not "if someone committed a crime but hasn't been charged"
It is - WORDING COUNTS - "may have committed a crime". Vast difference b/t someone who committed a crime and one who may have.
That is the point. This is why it is troubling and the reason I brought it up. WTF do you fail to understand here?
