not that people who were not entitled to vote, voted. For example, let us say you are entitled to vote in your district. You, however, go to vote and do not show ID. Under existing law, that is improper. You therefore voted illegally. But that does not mean you were not entitled to vote, merely that you did it wrong. That is what the article discusses.

And I'm not assuming anything, you are. I'm merely recounting what the article says.
