town hall meetings with "constituents" shouting down the representative and the congressman needing a police escort when he left.

Were the baltimore protests feisty? Were the berkley protests...feisty?

And many of the constituents are from out of the district, rabble rousers, maybe paid, to disrupt messages from people with whom they disagree.

But the news station checked, and the woman (singular) who put up the billboard did live in the congressman's district.
