"To establish an uniform Rule of Naturalization"

Meaning a rule that applies everywhere, not (as it is now) 50 individual rules. Yes, constitutionally the fed gvmt can grant citizenship to anyone not born in or living in the US. Though they could require one to be an immigrant, they do not have a separate constitutional power over immigration.
