They get a license to operate the damn. You can apply to amend and upgrade at at anytime. By your twisted logic if you know you have a problem,it can only be fixed once every 50 years. By the way they are operating on a 10 year temp license just so you have all the facts.

Just not true. Your changes have to get approved but that is it. Maybe eir was a snail darter being protected in the spillway (haha)
