In short that is a federal statute making it a crime for a citizen to confer with foreign governments against the interests of the United States. Specifically, it prohibits citizens from negotiating with other nations on behalf of the United States without authorization.
The theory in this case being that Trump wasn't sworn in at the time of the conversation so no legal authorization could have been given by him. That said, if Trump did "tell" Flynn to do so he could be considered a conspirator. Given that, I doubt the new AG authorizes an investigation so it's all moot.
