At the time methods of getting to the US were very limited so there was no reason to separate immigration and nationalization. As travel became easier they realized that immigration could be accomplished without any desire to naturalize so it had to be addressed separately.
Only a complete fool does not think a country has the right to control its own borders. Without that ability there is no country.
