This is the Amendment that folks often quote when inferring that "any person" is subject to due process of law. Does "any person" refer to immigrants legal or illegal. This is what the progressive liberal "gobalist" argue. If this is true, the Congress has control over the same and may grant such powers to the President via "appropriate legislation!
