you see when you run from a cop for no reason that can be reasonable suspicion for the cop to conduct an investigatory stop. Is it a crime? no but it doesn't have to be. Now when Deal pulled a gun and pointed it at the cop, that there is a crime and makes it legal for the cop to shoot him.
