I would start at the reasons they are coming here

go after illegal employers and benfits....reducing their desire to get here will solve about 80% of the problem. I would use more technology at the borders...understand their different routes and then next layer of routes and fan out. At that point, have a clear deportation strategy that focuses on the problem ones that are here. Maybe if you find one that is not necessarily a problem find a way to get them on some better path..I don'r know exactly.
