thought & definitely worthy of contemplation, but would their be some great overiding Federal Appeals docket (not invidual Appeals Court rockets that exist, but a system to assign cases to circuits beyond their territorial jurisdiction) & who would assign it?

Also, would be inconsistent with the logical preference of local/regional adjudication of issues that arise territorially or are germane substantively to a particular territory.

Appreciate the question.
