Segment of population that is conservative... and they also have a big economic value also. If they lose that segment population they may not be able to sustain.
But like the movie stars they promise to leave then disappoint by staying. Reminds me of a kid holding their breath when throwing a tantrum...eventually the body will make them take a breath.
