Rights are meaningless without the power to secure those rights.
That is why your natural rights are just mental masturbation. You can claim any right you wish, in reality you only have the rights you, or someone in your name, have the power to secure.
The Declaration of Independence has no real power in our government but the rights it outlines are codified in our Constitution and as such have the full backing of our government. That is why, in the US, education is a right. The people of each state have deemed it important enough to get the support and funding needed to secure it for all residents.
You think of rights as some pie in the sky intellectual notion when in reality they are very concrete and only secured by force.
