fascism is the private sector still controlling the means of production, but with the government controlling it.
The truth is the private sector OWNS the means of production while the government controls it. Obviously one doesn't control it if the other one does.
But this is the economic side of fascism. There is a totalitarian side, too. Government controls everything and everyone. And government is controlled by a dictator.
