You're seeing this problem in the state of Missouri right now. They lowered the corporate tax rate back in 2011 without making appropriate cuts. It hasn't encouraged large companies to flock to Missouri, so here they are with a deficit and having to cut things like higher education, which is already running below what it should be.

Please explain why this message is being reported.
