Our constitutional system local governments are free to regulate, or not, almost anything they wish. So if a state or local jurisdiction wishes to regulate hair and nail salons they are free to do so as long as it is not discriminatory.

The beauty of our system is that just because your locality has regulations on braiding others may not. If this is a make or break issue for you then it is very easy to find some place without these regulations in place.

If the Supreme Court had not mistakenly stepped in with Roe-v-Wade most localities would have abortions laws their residents were comfortable with by now. They would vary from place to place but all would have agreed with the sensibilities of their populations. Much like what is currently underway with drug laws and has already happened with gambling.
