in season it makes sense to buy them locally. It supports your local economy and a healthy local producer is less impacted by market forces. It is good for both the producer and consumer.
On the other hand when you buy only locally you lose access to the world markets and all the benefits the author outlined.
Like all things moderation is the sensible approach.
