The rule involved two parts: That the mining company baseline the stream before mining operations, which meant taking measurement of heavy metal levels, waterflow, and a number of things.
The second part was to create a plan to restore the stream to the original state once mining operations were completed, and to execute said plan if the stream was no longer in the baseline state.
That rule is no longer in place, and mining operations are no longer obligated to baseline or restore streams.
