It would seem they're succeeding right now. They are creating fear, which essentially is causing the EU to break apart, it's led to Trump's election, and the conflicts in Syria are creating tension between the US and Russia. Throw in China acting as an aggressor in the South Sea. Another World War seems inevitable, though instead of one claticlisonmic event sparking it, it has been a long path.

This is not Trump's fault. There's a lot of responsibility to go around, but much of it can be traced back to the Bush's presidencies.
