There also was not a ban. There was a delay in processing refugees which was very narrow and in response to two terrorists from Iraq who slipped through the program. He did not ban Iraqi travel, but slowed it for more extensive vetting.
Trump's action is far wider, is not in response to any specific threat, and includes legal residents and visa holders.
