and adds Steve Bannon. DNI Mike Pompeo is also excluded from the council.
This means Trump has taken people off the council who need to be Senate-confirmed, and replaced them with someone who is not Senate-confirmed nor has this type of experience. It is unprecedented for a political actor to be on the NSC. Even Karl Rove didn't participate on the council.
