There were 37% of Detroit precincts that had more votes cast than voters. The most one can do at that point is accept the count, else where would you take the votes from? The SOS I'm sure knows from historical data that those extra votes were going to hilLIAR. So why on Earth would you possibly hold up a national election, even if that were possible, to investigate what is a moot point?
The fraud takes place at either the precinct level or by supervisors at the local levels where it's the easiest to manipulate and the personnel are more likely to be influenced/bought. as fraud has its most impact at the local election level. Since there is so much straight ticket voting, and since it would appear suspicious if ballots only marked "Council candidate A" rather than state and national candidates, the fraud travels from the local level up to give it the appearance of legitimacy.
The only ballots that are closely looked at are the provisional ones, where officials attempt to compare signatures to registrations.
