This is absurdly stupid, dysfunctional and counter-productive. Unless, of course, we want many more children with a parent who has no money, skills, job or husband. Or, someone who just does not want another child. Nothing like having a parent who doesn't want their child. What could possibly go wrong.

Well, the foster child biz should expand anyway.
