He just isn't very bright, and doesn't have any critical thinking or ability to assess anything. So it allows him to be manipulated or become confused easily because he doesn't know anything and takes a considerable amount of pride in that.
He is being portrayed as someone who is manipulative, cunning, or malicious. I think in reality he is much closer to the rubes he conned. He isn't lying, he just doesn't know any better.
