American programmers can, and do leave for better paying jobs, or simply to get better treatment.

H1's can be treated like an indentured servant, made to work long uncompensated 60 - 80 hour weeks, no vacation, usually young, so health costs cheaper. They can't quit or protest.

Instead of management treating people better, reward/training, you simply replace people with cheaper serfs.

They normally do substandard work, so companies think they get savings on labor costs, too stupid too realize the lost efficency, high bug rate from the process.

It's usually part of a cost cutting process.
