the executive branch. They were created by congress and would have to be eliminated by congress as well, and then signed by the president. The executive branch can, however, choose how to spend the money allocated to those depts by congress. The executive can also submit a budget to congress that doesnt include monies for depts and it is up to congress to agree or not.
