will affect the offender's insurance costs (in addition to the cost of the fine for the infraction). It should be on the FIRST violation, not the second....
It will likely affect that person's behavior and reduce/eliminate instances of their texting and driving.
If enforced properly, it will also affect the behavior of others.
I don't use my cell phone while driving without using my ear buds? Why? because there is a law against it and the cops enforce that by giving tickets when they see the violation. The ticket is expensive and it is a moving violation.
