It will likely affect that person's behavior and reduce/eliminate instances of their texting and driving.

If enforced properly, it will also affect the behavior of others.

I don't use my cell phone while driving without using my ear buds? Why? because there is a law against it and the cops enforce that by giving tickets when they see the violation. The ticket is expensive and it is a moving violation.
