Anything covering preexisting conditions is not insurance. If I buy auto insurance will they fix damage from a previous wreck? Will homeowners pay for damage from a previous storm?
Obamacare was an abomination that tried to do everything single payer would but without a single payer system.
Why should a twenty-six year old adult be carried on his parent's insurance? What is needed at that age is a simple inexpensive catestrophic care policy. Most young people do not really need much in the way of health insurance. I have had employer provided health care my entire adult life. For the first twenty years I made a single doctor visit for a dislocated thumb. My employer payed tens of thousands of dollars for unneeded health insurance.
ACA took a system that needed a tune-up and turned it into a system that needs a brand new engine.
