If there is a demand for cheap, under the table, labor then someone will supply that need.
We will continue to lose the battle against illegal immigration for the same reason we have lost the war on drugs. We try to attack both problems from the supply side. If you want to stop illegal immigration then make the penalties so severe that business refuse to take the chance of hiring them. Those penalties need to apply to the individuals as well as the businesses that do the hiring. Don't just fine the business also hold the individual who did the hiring criminally responsible.
If we were serious about the war on drugs we would do the same thing. Have huge fines for those caught with even small amounts of drugs and most would not be willing to take the chance. Attack the demand side, bot the supply. I am not actually advocating this approach but it is the only one with a chance of actually working.
