Big Box stores that can use much cheaper labor. The stores need to be where the customers are and they must pay the 'going rate' for labor in that area. Macy's needs to eliminate unprofitable/uncompetitive stores (and likely retool to a more internet based type of business like Amazon). Additionally, Congress has not signed Free Trade Agreements that place them at a competitive disadvantage against similar businesses that operate in a different country.
Manufacturing is not like that.
