I am sure he comes from a wealthy family and his estate has a nice net worth to compensate the officers for their pain and suffering.

WalMart shoulf have to kick in a bit. It was their private property and they wanted the man removed as a trespassor. Why call the State to remove a man from your private property? Your business plan should prepare you to deal with that.
