We, as citizens, elect the representatives of the State. We allow these representatives with the corresponding executives (we elect) to enact the laws to which we are subject. If a violation is believed to have occurred, we are tried in courts administered by judges and prosecutors that we either elect or are appointed by the executives we elect. An individual is assumed to be innocent until convicted by a jury of priers. It is obvious to me that we citizens have control of this process from beginning to end.
