are affected. people openly streaming into a country affect every single aspect of infrastructure, systems, food, healthcare, any increase in population impacts every bit of it.
if you want to pretend in your example the only people coming are coming because they have work secured, will pay taxes, employers will pay payroll taxes, etc. then why bother? that isn't reality.
