That means you have a government.

Here is the definition of govern.

conduct the policy, actions, and affairs of (a state, organization, or people).

Do you not see that your proposal GOVERNS people and their behaviors? If you govern behavior then you have formed a government.

The only difference between your proposal and our current system is that you feel you should be able to opt out of what you do not like. That will not work. If I do not accept societies ideas about personal property I cannot choose to ignore those laws and take your things.
