It's government bureaucrats attempting to centrally plan and organize the economy or large sectors thereof (read: fatal conceit).

It will always fail for the same reasons: knowledge problem and calculation problem.

Government bureaucrats are not superhuman. They do not and cannot possess the information to effectively plan major sectors of the economy. No single human has that information.
