it needs a means to maintain its existence. in order to maintain its existence, it must continue to use force and threat of force against the populace and against other States. against the populace it uses "laws", all of which carry the penalty of death. police exist to enforce these laws; they are the personification of State force. against other States it uses war: force and murder on a massive scale.

there is no difference between the police in any part of the US, regardless of agency, and police in any dictatorship. there is no difference, for example, between police in the US and the SS or the DINA or KGB or Stasi or State Security
