What makes him scary is that the Russian system does not really have any checks on his power.
If the US had a leader like him who looked out for American interest while still having all of the checks and balances of the American system it would be good for our country.
The funny thing is that as much as Obama hates Putin he has done everything in his power to remove the checks from our system opening the door for an American leader just like Putin.
