There is more to keeping bad behavior in check than "criminal penalties".

People would lose friends, job opportunities, social respect, romantic partners, etc. if they engaged in that behavior.

Frankly, I don't think much of this issue at all.

I am more concerned with things like welfare, warfare, taxation. Things that severely affect everyone, not a remote few.

Please explain why this message is being reported.
