It insisted murders were down, statistically. Of course, the stats stopped in 2014, when Ferguson and all the other civil unrest lit a fuse in the ghettos across the US. Police were being constantly criticized and second guesses and they pulled out of a lot of communities where they weren't wanted.
But some elderly black folks in Baltimore were screaming for proactive policing to return to their communities as they were afraid to walk down the block to the corner grocery for fear of getting mugged/robbed by the gangs of street bums hanging around. And they were afraid to sit on their front porches because people living in those houses--including children--were being targeted for driveby shootings.
But it's all good because someone played with stats to tell the answers the village idiots wanted.
